Some additional information is that I was able to get my Toyota Prius within 1 mile of the lookout. However I regret this decision and wish I would have parked about 3 miles away from the lookout and hiked all the way to the summit. so if you don't have a four-wheel drive vehicle or high-clearance vehicle you could still access the lookout via backpacking on the road from your vehicle it's only a 4-mile drive from pavement on dirt to the turn off for the lookout from where you can hike the last three miles. Bring all the water you need though because there's no running water at the lookout.
