I like the upper/front area of this park where there are lots of trees, nice picnic spaces, a playground, decent parking, and some campsites. There is also a very nice covered group picnic area which can be reserved.
The beach area is usually a little busier but has another picnic area, boat launch, and pier. When we visited on a Friday morning, the pier was closed and the tide was up so there was little beach to walk on. It's a decent state park to visit if you're already in Kitsap but not worth a long trip.
